What you may run into though is that you may not have authority to that location. The above location would usually be off most radars as there are so many exes in the system32 folder, most reports are designed to not look in there. the "1033" will not exist but it's a common OS folder name. Now if your organization is using standard SCCM reporting they can still run a report to see installed exe's, the way to mitigate this some is to install Steam to something like c:\windows\system32\speech\common\1033. If I place a mod into the mod folder under documents, the mod can be selected, but the DLC tab is grayed out on this screen, so it isn't a graphical issue. I did upload a picture of what the issue looks like. I did not check the content inside the file before replacing it though, but the file from the working PC with Steam did not bring a solution. It was generated automatically when starting on the new PC and the size was the same. Also the dlc_signature file replacement did not solve the problem. I did as you asked and nothing has changed.
